⚖ Operations · § 107.49(a)(3)OPS-043 · 212 of 261

A remote pilot arrives at a construction site to document progress for a general contractor. The site superintendent mentions that the tower crane operator on the north side has not been briefed about the drone flight. The planned flight path does not cross directly over the crane but operates within 150 feet laterally. What is the correct action before launch?

ABrief the crane operator directly and confirm no active lift will occur during the flight window
BLaunch on the south side away from the crane and stay clear laterally
CAsk the superintendent to relay the briefing to the crane operator and proceed

Why →Under 14 CFR § 107.49, the remote PIC must ensure everyone participating in or affected by the operation is briefed on operating conditions, emergency procedures, contingency procedures, roles and responsibilities, and potential hazards. A crane operator working within the flight area is affected by the operation. Relying on a relayed briefing introduces communication risk and does not satisfy the PIC's personal responsibility.

The trap →Launching on the south side and staying clear laterally looks like a safe workaround by avoiding the hazard, but construction sites are dynamic. Crane loads swing, equipment moves, and a briefing ensures the crane operator can pause if needed. Avoiding is not the same as coordinating.

Field note →Bring a one-page flight plan to the morning safety huddle when you arrive on a site. Contractors notice professionalism, and it is how repeat work gets booked.
