TFRs apply to all aircraft, including small UAS. Under 14 CFR § 107.47 and § 91.137-91.145, operating within a TFR without specific authorization is prohibited regardless of altitude or visual line of sight.
The trap →
A very common mistake: pilots assume the 400 ft AGL ceiling puts them "below" TFRs. TFRs apply from the surface up. There is no altitude floor that exempts drone operations.
