According to 14 CFR Part 48, when would a small UA owner NOT be permitted to register it?

AIf the owner is less than 13 years of age.
BAll persons must register their small UA.
CIf the owner does not have a valid United States driver's license.

Why →Under 14 CFR § 48.25, an owner must be at least 13 years of age to register a small UA. Minors under 13 cannot hold the registration. A U.S. driver's license is not required. Registration requires only a name, email, and physical address.

The trap →A driver's license is not required for FAA drone registration; plenty of drone owners are too young to drive. The age floor is 13, not 16 or 18.

Field note →If a drone is owned by someone under 13, a parent or guardian who is 13+ can register it on their behalf. Registration costs $5 and is valid for 3 years.
