Operations over moving vehicles and people who are not participating in the operation are:

APermitted as long as the aircraft stays below 400 feet AGL
BNot permitted under standard Part 107 rules without a waiver or the appropriate aircraft category
CPermitted with prior notification to local law enforcement

Why →Under 14 CFR §§ 107.39 and 107.145, operations over moving vehicles or non-participating people are not permitted under standard Part 107 rules. They require either: a waiver under § 107.200, or use of a Category 1/2/3 aircraft with appropriate requirements met.

The trap →Altitude does not grant permission to fly over people or moving vehicles. Law enforcement notification has no regulatory authority to authorize airspace operations. The Category system (1-4) was specifically created to allow over-people operations with appropriate aircraft.

Field note →The most practical path: a Category 1 aircraft (0.55 lb or less) with no exposed rotating parts that could lacerate skin, which usually means prop guards. For heavier aircraft, check whether the manufacturer has received FAA acceptance for Category 2 or 3 operations.
